I don't think the President is really against the Child Health Care Bill. I suspect the theory here is that he'll veto it, Dems and Repubs will override it, and then during the election the Republicans will crow loudly about how they stood up to Bush and passed important legislation (thereby deflecting attention from the fact that they're are lapdogs).

...although if you look at what Bush actually said there may be a shred of sense.
Bush: I don't like this bill because its too expansive, middle-class kids are covered, they already have privatized insurance. This will be a needless expense, we need all the money we can get to bomb brown people.
